That would be the State Public Safety commissioner.  

You might think it was a dark and ambiguous problem, being president of the SUI and being asked by your board for all documents relating to a certain, horrible, humiliating event that didn't quite get brushed aside into the bureaucratic goo that is the post-modern bureaucracy, as it was supposed to.  After all, pensions are at risk here.  

How to parse "all"?  How to model "responsive executive up the creek without a paddle?"  How to relate a complex situation with so many heartfelt perspectives, and who knows what is right or wrong?

You might think all that.  And you would be wrong.  Please, just fire her,  and move on.
