Why David Palmer isn't receiving any playing time

I was trolling around Hawkeyenation.com (a recruiting-oriented site created by Scout.com) to look at the Iowa Basketball players' bio pages. For each player bio, the site shows a photograph of the player in action. So, I came across David Palmer's action shot. As you can see, he's stealing a rebound from Seth Gorney.
Since, I'm somewhat of an idiot when it comes to popular tv shows, I thought I could type "David Palmer" into a Google image search and find a larger version of the same photo. As you can see, I didn't have much luck with that.

Obviously it's from the Black and Gold Game
What's most noticeable about the photo is that he looks like he's effortlessly muscling Gorney out of the rebound, which makes me continue to wonder why he doesn't break into the rotation.
